I think they just goofed something up in that start screen version of the import. Importing the same file from settings -> import after loading into the game some other way works just fine. It's not like the file I wanted to open was corrupted or anything. The game's console window pops up with an error. I opened the txt file and used ctrl c to copy the contents to the clipboard, then clicked paste on the start screen there. This did not want to work when I tried it. The start screen has an import function at the bottom that claims that it will work from whatever is copied to the clipboard at the moment.
